backoff, deduplication, chronological insertion, and capped DOM history
in cyberchat-v4.js.
Removed Groups UI, API, configuration, tier features, admin controls,
and archive exposure.
Legacy group records remain stored but inaccessible.
Added configurable polling limits in config.json.
